Ordinance 2018-035 – Authorizing the City to Issue General Obligation Bonds in a Principal Amount of Not to Exceed Ten Million Dollars ($10,000,000) to Finance the Construction of a Field House at Soldotna Regional Sports Complex; to Submit the Question of Issuance of Such Bonds to the Qualified Voters of the City of Soldotna at a Special Election to be Held on March 5, 2019; and to Amend SMC 3.08 to Provide for an Increase in the Rate of the City Sales Tax from 3% to 3.5%, to Provide Funds to Pay Debt Service on the General Obligation Bonds, with the Sales Tax Increase Expiring on June 30 of the Year When the Debt Service is Paid in Full (City Manager)  
     2. Ordinance 2018-036 – Increasing Estimated Revenues and Appropriations by $______ in the General Fund for Expenses Related to Conducting a Special Election on March 5, 2019 (City Clerk)  
     3. Ordinance 2018-037 – Increasing Estimated Revenues and Appropriations by $5,000 in the General Fund for Expenditures which could Influence the Outcome of City of Soldotna Ballot Proposition No. 2019-A at the March 5, 2019 Special Municipal Election (City Manager)

    *1. Ordinance 2018-038 – Amending Soldotna Municipal Code 2.04.010(D) to Provide that Council Members may Attend a Maximum Number of Six Meetings by Teleconference per Each Year (Cox) (Public Hearing on January 9, 2019)  
    *2. Ordinance 2018-039 – Amending Section 10.04.060 of the Soldotna Municipal Code to Prohibit Use of Handheld Electronic Devices while Driving in School Zones and on School Property, and Establishing Violations as a Minor Offense per Section 10.04.035 (Chilson) (Public Hearing on January 9, 2019)  
   B.  Resolutions  
     1. Resolution 2018-045 – Setting a Special Election for March 5, 2019 for the Purpose of Submitting a General Obligation Debt Ballot Proposition to the Qualified Voters of the City of Soldotna (City Clerk)  
    *2. Resolution 2018-046 – Requesting an Additional Seat on the Municipal Advisory Gas Project Review Board (MAGP) to Represent the Interests of Cities in the Kenai Peninsula Borough, and Recommending that the Kenai City Manager or their Designee be Named to that Seat (Mayor)  
    *3. Resolution 2018-047 – Support for the Alaska Gasline Development Corporation's Selection of Nikiski, Alaska as the Terminus of the Alaska LNG Project, and Location of a Liquefaction Plant and Marine Terminal (Mayor)
